Budget Basics & Beyond: Tips on Developing an Effective County Budget

Presented by: Robert Reece, Finney County Administrator and Jenny Newberry Hamill, Finney County Assistant Administrator/Director of Finance
Please join us for an informative presentation and discussion on County Budgeting. During our time together you will hear many of the need-to-know basics that go into the preparation of creating a County Budget. We will also cover strategies that will help make efficient use of county financial resource including inventory management equipment purchase and replace strategies, CIP approaches and more.
The workshop will cover detailed information on how to:

Define the role of the County Commission as financial policy makers and the related roles of other elected and appointed officials and that of the citizens;

Establish the legal parameters for the County budget and identify the functions of a capital and annual operating budget;

Propose processes for preparing, adopting and managing the budget;

Explain how county government is financed and suggest techniques for estimating county revenues;

Interpret the accounting practice of governmental fund structure and how it impacts budgeting and the financial reporting;
-
Identify leadership strategies that contribute to wise, effective and responsible financial decisions.
Robert Reece Bio
Since early 2020, Robert Reece has served as the County Administrator for Finney County. He has 25 years’ experience as County Administrator in Kansas. Robert began his county career in 1997 at Pottawatomie County as their Director of Finance and Operations and was appointed County Administrator in 1999. Prior to joining County Government, he worked for a CPA firm in northeast Kansas primarily performing audits on local governments and providing other consulting services.
Robert is a graduate of Kansas State University with degrees in accounting and an MBA in operations management. His accomplishments include past president of the National Association of County Administrators, 2012 Kansas County Official of the Year (awarded by the KAC), prior board member of the KSGFOA, and Certified Public Manager.
Jenny Newberry Hamill Bio
Jenny Newberry Hamill is the Assistant Administrator and Finance Director for Finney County and has served in this role since 2021. She previously was an owner/partner in a public accounting and investment firm and prior to that worked for two non-profit organizations.
Jenny holds a bachelor's in business administration degree in financial planning and accounting from Fort Hays State University.
She grew up in Oklahoma City, and her family returned to southwest Kansas prior to her high school years. Jenny has remained in Kansas and is currently residing in Holcomb. She has 4 grown children scattered across Kansas, 2 stepsons, and 1 grandson. Jenny and her husband keep busy with family and traveling.
